DIVISION OVERVIEW The Chief Operating Officer Division provides essential services to the directorate to ensure TCCS can deliver connected services. The division is responsible for the health and wellbeing of all employees, human resource management, finance, legal and governance frameworks and their implementation, as well as communication, media, and public relations. BUSINESS UNIT OVERVIEW The People and Capability branch sits within the Chief Operating Officer Group. The Organisational Development team is responsible for the planning, development and management of programs and initiatives that enhance the capability of the directorate to meet current and future business requirements. POSITION OVERVIEW The Contracts and Administration Officer works with staff across TCCS, supporting them to develop and facilitate procurement and contract management activities, including document preparation, assurance reviews, and reporting. The Contracts and Administration Officer assists in developing and promoting governance and compliance with Directorate and ACT Government policies and guidelines, including procurement for various Learning and Development products: New Managers Program, New Induction Program, Leadership Development Program and the Capability Skill Matrix. WHAT YOU WILL DO This position is required to undertake duties, under limited direction from the Director, including but not limited to: • Procure various Learning and Development products including: o Managers Program o New Induction Program o Capability Skill Matrix o Leadership Development Program • Promote awareness and compliance with ACT government and TCCS policies and principles, including procurement and contract management guidelines and procedures. • Provide advice and support to TCCS staff for procurement and contract management activities, including participation in strategic planning for procurement and contract management activities across TCCS. • Develop and maintain effective working relationships with internal and external stakeholders, including solicitors (TCCS and GSO), Procurement ACT and TCCS contract managers. • Undertake assurance review functions, including liaison with business units, requesting, and reviewing documents and data in relation to procurement and contract management practices, and drafting reports of findings regarding compliance. • Ensure risk and contract management planning and record keeping functions are adhered to throughout the procurement lifecycle and maintained for the term of contracts where assistance is provided. WHAT YOU REQUIRE 1. The following capabilities form the criteria that are required to perform the duties and responsibilities of the position. 2. Demonstrated understanding of procurement and contract management guidelines, procedures, and frameworks in a complex operational environment, with a sound understanding of ACT Government procurement and contract requirements. 3. Demonstrated experience in contract management activities, including an understanding of procurement and contract administration. 4. High-level oral and written communication skills including the capacity to work in a small team, negotiate with clients, government agencies, and external bodies, and demonstrated ability to consistently provide high quality customer service to external stakeholders and internal staff. 5. Ability to work under limited direction, including experience in planning, prioritising and organising work for self and others to achieve goals and deadlines.
