Job Description – Master Electrician – TCN with LAA or NATO SECRET • Responsible to conduct electrical inspections and properly assess technical compliance to required applicable Electrical Standards and Codes as directed under the contract (Performance Work Statement -PWS). • Must have in-depth work experience and understanding of NFPA 70 – National Electric Code (NEC), and the British Standard 7671, or other internationally recognized electrical regulations, standards, accepted industry practices adopted by the host country, USG, and DoD/USACE. • Must be able to apply technical standards to new construction, renovations and upgrade existing structures not installed per western building standards. • Must be fluent with proper installation techniques and display highest level of workmanship. Responsible for supervising journeyman crews made up of a diverse subcontract workforce and responsible for training and providing instruction, and oversight on proper installation methods, standards, regulations, and workmanship. • Must be capable to assess and classify electrical distribution systems, trouble-shoot and identify circuit faults across a broad range of applications. Knowledgeable of AC theory, VFDs, electrical motors and starters, transformers, step-down stations, residual current devices (RCD), and overcurrent protective devices. Thorough understanding of the safe operation and application of instruments provided for circuit analysis and testing, including power analyzers, ground rod resistance meters, ground fault loop impedance testers, residual current device testers, and similar test equipment used to properly assess ground-earth faults and grounding and bonding install applications comply to the proper codes. • Must be capable to read and interpret blue prints, schematics, technical instructions, and other technical documentation and plan work activities to include; coordination of movement of materials and equipment to work locations; establish the work site; repair or replace/install a broad range of electrical equipment and systems in support of base construction and maintenance activities. • Responsible to properly maintain tools and equipment to safe standards and to identify proper materials, suitable for use as required for specific installations, submitting material requisitions and follow-up until delivery on site. Observes and follows all safety rules and procedures (Lock-out/Tag-out), including wearing required PPE and other personal safety equipment and fall protection, as required for each individual task. Responsibilities o Serve as the Power Plant Manager for the Operation and Maintenance (O&M) services of prime power plant and client interface; o Report to the Site Manager all special occurrences such as emergency outages and corrective actions taken to maintain service. o Control and distribute electrical power through the power plant and primary distribution system, and operate the central switchboard to actuate remotely controlled circuit breakers, transformers, and switches in order to regulate and maintain proper voltage on the distribution lines; o Closely monitor plant parameters of various feeders. o Observe operation of relays on feeders and remote operation of numerous substations, detect indications of deteriorating conditions, and assure that equipment is operating within safe limits; o Utilize judgment in interpreting guidelines such as load shedding priority schedule, operating criteria of equipment, schematics, and wiring diagrams; o When malfunctions occur, determine and take actions to isolate and bypass the fault in order to maintain service or take actions to shed low priority loads when full service cannot be maintained. Inform high voltage electricians of the location of failure, cause, repairs needed, and assure that circuits are open and tagged before work is started; o Plan operating programs, develop standard schedules for operating and maintenance activities, and make periodic inspections of the power plant and camp facilities to insure smooth functioning; o Monitors the distribution of electric power to various distribution points; o Operates switchboard controls to adjust controlled circuit breakers, transformers, and switches to regulate and maintain proper voltage on the distribution lines and at the power generation plant; o Bring Generators online, parallel generators, and bring generators offline. o Report abnormal operating conditions and reroute power through alternate feeders to user areas in case of emergency cutouts or extensive scheduled repair; o Notifies repair crews of the location of failure and assure that circuits are open and tagged before work is started; o Keeps an hourly log of meter readings and records shutdowns, connection and disconnection of circuits, and similar occurrences; o Maintain close relationships with Military prime power group to ensure all their requirements are fully met in accordance with the contractual requirements; o Represent LB Services during weekly conferences calls, negotiations, other meetings in the field and be able to speak authoritatively while recognizing the limitations of your own professional knowledge and credentials; o Maintain constant awareness of available resources including: personnel, space, equipment, and funding; o Plan and coordinate with the Site Manager the storage, transport and procurement of equipment and supplies required for execution at the site; o Take direct charge of working operations of the power plant in special situations such as major equipment breakdowns, operating emergencies, or during installation of new equipment systems. Report findings to the Site Manager; o Abide by and adhere to all requirements in General Order #1 in conformity with US military standards and practices; o Follow all Berger standard policies and practices; o Other duties as determined. Qualifications o Experience in medium to large scale O&M prime power diesel gensets (50-60 Liter engines); o Experienced in managing a technical staff, inspectors and support personnel; o Experienced working in international work environments with expatriate or US military; o Proactive nature and strong interpersonal skills in collaborating, communicating and working with (1) Other senior managers and staff (to include Home Office management team), (2) Local and International subcontractors; (3) Army Corps of Engineers military representatives; and (4) Local officials as required. Responsible for operation of the power generation facility within all environmental and regulatory requirements and constraints. • Supervise, manage, and schedule multi-skilled level operations and maintenance team members, power generation operators, power generation mechanics and electrical switchgear and relay technicians and administrative/support personnel. • Completes performance evaluations, implements training programs, addresses grievances, and administer disciplinary actions as required to subordinate multi-national employees. • Maintains technical library and record-keeping which documents all procedures necessary to accomplish assigned responsibility. • Responsible for facility custodianship of work area, hand, power, and shop tools. • Responsible for department communications activities – attend/participate in department meetings. Identify department risk/liability and develop work plans to manage ongoing risks as it relates to the operation of the power generation facilities, power delivery and power quality. Be able to articulate concerns and forward to Department of State management. • Responds to emergency calls regarding power generation equipment breakdowns and unit outages. Ability to interpret and apply required corrective action with data readings and results of equipment checks to identify equipment or process problems and take appropriate responses to correct or resolve problems. Minimum Acceptable Experience and Qualification Levels: • Must have a minimum of 3 years’ experience in inspecting, operating, monitoring, maintaining, and repairing multi-diesel driven generator power generation facilities with an output capacity of 30MVA or greater. • Hands on inspect, test, and repair components of electrical systems to include generators, transformers, transfer switches, switch gear, PLC controls, and fuel monitoring and delivery systems. • Education: A high school diploma or GED plus related technical training. • Valid drivers’ license from home of record. • Must provide copies of training certificates in the Fundamentals of Electrical Safety based on NFPA 70E standards. This training must have been completed one year prior to the start of the contract. • Knowledge and experience regarding occupational hazards for electrical and mechanical trades, related safety practices, and skill required for the installation, maintenance, and repair of power generator systems and equipment. • Basic knowledge and trained with current certification of First Aid & CPR. • Must rescue an injured victim from an electrical conductor. • Must know Lockout/Tagout Procedures. Required to Dubai to work in US base Job Description: Responsible to supervise diverse workforce of Foreign National personnel in the operation of fuel systems and equipment, as well as the receipt, storage, issue, quality surveillance and accounting of all petroleum products. • Forecast short and long-term mission requirements in terms of the operational readiness of all bulk fuel transporters, Bulk Storage and retail equipment. • Responsible to ensure POL facility and equipment are Fully Mission Capable and report all deficiencies that could prevent completing assigned daily tasks or impacts to the base’s contingency mission. • Prepare schedule for deliveries and receipts of Class III fuel products to ensure all required ‘on-hand’ quantities are maintained. • Review and verify receipts and supporting documents of all incoming deliveries from OCO (DLA) or AIK depots. • Review, evaluate operational data and metrics for favorable or unfavorable trends in accordance with the POL Logistical Management of Fuels. • Correspond with key stakeholders to ensure compliance and ensure implementation of policies, procedures, and standards are maintained in accordance with direction by the Fuel Manager. • Assist the supervisor to reconcile changes and updates to internal work instructions, policies, fuel support plans and procedures not covered by ATP 4-43 or other governmental fuel regulations. • Participate in the Fuel Quality surveillance program for each product line to ensure quality, operational effectiveness. • Teach personnel in safety protocols and environmental procedures and best-practices. • Performs other duties as assigned. WORKING ENVIRONMENT: • Must be able to work is outside in extreme environmental conditions with ambient temperatures of 120 degrees, high winds, and sandstorms. Must be able to work in cold and wet conditions as well • The Fuels Sections areas have potential for exposure to Environmental (Snakes, Scorpions)and Chemical Hazards (Fuel Vapors/Fumes) • Other exposures are transporting fuel over the Kuwait Highways and inside congested or confined areas at the work Locations. • Employees are required to use Personal Protective Equipment (PPE) specific to petroleum operations, which includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices.
