About
I bring with me 10+ years of hands-on experience in program/project management, including a wide variety of functions as project assistant, project consultant, technical advisor, coordinator and desk-support specialist in operations. This experience also allowed me to perform functions in content writing/editing/translation (languages: English, Spanish) delivering high quality products, such as successful concept notes and project proposals leading to the fundraising of over USD $ 100 million between 2008 and 2018. I also drafted speaking points and support documents for over 80 meetings between government officials and international civil servants, and when needed, I also performed interpretation services Eng - Spa. I am well organised and highly committed, specially towards teamwork, planning, goals achievement and knowledge management. I believe in the power of communication as I have witnessed the positive impact of communicating well and the importance of creating and communicating strategic messages. My work performance shows strong analytical and communication skills, creativity and accountability. Work achievements include: (a) Outstanding rating in three years as project coordinator, as well as desk-support specialist on field operations which included the delivery of support services to six field offices in Latin America and the Caribbean with a combined annual expenditure of $60+ million USD. (b) Design and approval of a 3 year security project fostering triangular cooperation Latin America and Caribbean - West Africa - Europe (this included drafting a successful fundraising proposal for 9 million EUR, approved in 2015 by the European Union/Instrument for Stability). (c) Design and development of a 5 year technical assistance program for Nigeria (focus: Support to criminal justice operators), as well as various projects in Colombia related to security, the rule of law and development. (d) Drafting/editing strategic documents and reports related to international cooperation in Latin America, the Caribbean and Africa (drafted documents served to guide negotiations during technical and high-level meetings -e.g. meetings in the context of the Commission on Narcotic Drugs). (e) Research and writing in English and Spanish (qualitative and quantitative) to support United Nations' official publications and databases (e.g. Coordinating Action on Small Arms and Light Weapons -CASA database) as well as academic publications (e.g. First edition of the academic journal "Desafíos", published in Spanish by the University of El Rosario in Colombia). (f) Negotiation and review of financial agreements with a combined value of $300+ million USD (e.g. financial agreement between UNODC and the EU/Instrument for Stability to support project focusing on strengthening criminal justice responses to terrorism in Nigeria). (g) Successful organisation of over 80 capacity building workshops in Africa, Latin America and Europe. I enjoy planning and organising workshops, seminars, conferences, meetings, etc. while addressing the challenges that arise during this type of work (e.g. logistical challenges, last-minute changes). Particularly with capacity building workshops, I also enjoy working in following-up the impact on participants' work. I adapt well to work under pressure as well as to challenging work environments, including difficult duty stations. For more information please contact: andresnunez.an@gmail.com

Program Officer
Performed work functions to provide timely desk-support to six country offices located across Latin America and the Caribbean, and particularly to field-based teams located in Barbados, Bolivia, Brazil, Colombia, Dominican Republic, Ecuador, El Salvador, Guatemala, Mexico, Panama, Paraguay and Peru. To a large extent the support provided covered program development, including the design/implementation/monitoring and evaluation aspects of 20+ projects, as well as the drafting/editing of content in English and Spanish describing the work of country offices -content included in annual reports, project reports, monthly newsletters, articles highlighting success stories (e.g. see page 31 at: https://www.unodc.org/documents/AnnualReport/Annual-Report_2018.pdf and pages 29 to 35 at: https://www.unodc.org/documents/about-unodc/Annual_appeal/Annual_Appeal_2016_LORES.pdf ) In addition, I supported the oversight of field offices’ operations, including the implementation of relevant management rules and regulations. I also participated in the drafting of monthly newsletters and high-quality concept notes and proposals that achieved the following results: (i) EUR 9 million contract with the European Commission for a multi country project linking criminal justice responses to cocaine trafficking in Latin America, the Caribbean, West Africa and Europe. (ii) USD $1 million contract with Germany/BMZ for anticorruption national project in Paraguay. (iii) USD $1 million contract with Spain/Ministry of Foreign Affairs to support the treatment of drug consumption in Bolivia, Colombia, Dominican Republic and Mexico. Also, I assisted Senior Managers in the drafting of strategic inputs in English and Spanish for briefing notes and background documents for 60+ high level and technical level meetings related to drugs, crime and justice aspects in Latin America and the Caribbean. I also provided interpretation services English<>Spanish.

United Nations Office on Drugs and Crime
Sep 2011 – Dec 2014

Program Officer and Associate Program Officer
I led the planning and implementation of a technical assistance program addressing terrorism and extreme violence in Nigeria. The program focused on formulating and implementing evidence-based measures to strengthen criminal justice responses to terrorism related offences, which included specialized training for prosecutors and judges dealing with cases related to terrorism and extreme violence, as well as specialized research on criminal law to support the review and updating of national law. I fostered and enhanced communication with a wide variety of stakeholders, including high level and technical level government officials, as well as counterparts in international/regional organizations, non-governmental organizations, and the academia, represented by the National Judicial Institute. I played a key role in partnership building with the European Union’s Delegation in Nigeria, the British High Commission and the US Embassy in Abuja. I contributed to the updating and development of a tool measuring the impact of capacity building activities in Africa, Europe, Latin America and the Caribbean. The tool helped to gather and summarise valuable information on training and post-training needs, while it also produced data included in proposals and reports to donors and national counterparts. I worked with the Director of the country office in Nigeria, and a Senior Coordinator based in Headquarters (Austria), in developing synergies with other initiatives in Nigeria, including those focusing in strengthening the rule of law and the justice system in the country. This contributed to maximize the use of resources and the impact of projects. For example, this strategy helped the strengthening of legal training curricula offered on annual basis by the National Judicial Institute to Judges and Prosecutors, ensuring sustainable and long-term capacity-building to justice system’s practitioners in the country.

Jan 2007 – Sep 2011
Colombia
Project Coordinator, Project Consultant and Project Assistant
I designed and coordinated the implementation of three national projects. The projects helped national authorities in addressing corruption, armed violence and challenges to security in urban settings. I drafted successful concept notes and project proposals helping to fundraise USD $2 million for the three projects. In addition, I contributed to the planning of a campaign raising awareness on human trafficking, and to training coca eradication teams on attention protocols for victims of landmines. Also, I acted as the focal point of UNODC in matters related to research on illicit firearms trafficking and corruption in the country. I worked with the Head of the UNODC Country Office in the implementation of a partnership building strategy with key stakeholders at the national level, including the National Inspector’s Office/International Cooperation Directorate to strengthen specialized training addressing corruption in the public sector. The strategy helped to develop a national project focusing in building the capacity of the National Inspector’s Office to investigate violations to the disciplinary code and linked to corruption cases. I contributed as technical adviser in the drafting of speeches and executive reports, and assisted in the preparation of high level and technical level meetings with national partners.
